NIGERIAN LAWMAKERS NEED PSYCHOLOGICAL EVALUATION- ETCETERA

One of the identified problems of investigative hearings and oversight of the executive arm is the multiplicity of committees with overlapping jurisdiction on the same subject matter. This has led to a situation where more than one committee is handling the same subject matter. Invitations are sent to the same officials of government by different committees on the same subject,” says Yakubu Dogara, the Speaker of the House of Representatives, while presenting the 8th House legislative agenda.
Dogara has reversed this statement and has gone ahead to increase the committees in the House of Rep from 84 to 95.
In other words, the Dogara- led House has told Nigerians that their clamour for the government to curb corruption and slash the cost of governance will continue to be a pipe dream. And they are also letting us know in very clear terms that as far as the overpaid national assembly members are concerned, it is all about sharing the booty.
This is coming as several ranking lawmakers of the 360-strong member chamber intensify lobbying for the headship of “Grade A” committees or what are otherwise considered ‘plum’ committees.
Increasing the number of committees from 84 to 95, the House now has a rise in total allocation to the various committees.
Does it really make any sense splitting the committee on education into three – primary, secondary and tertiary education- and that on agriculture divided into two – mechanised and rudimentary agriculture?
I think this is simply the speaker compensating his supporters at the expense of the nation.
One question we should ask Mr Dogara is if it is not the same House of Representatives that had 20 committees under former Speaker, Umar Ghali Na’abba in 1999.The United States is bigger than Nigeria in size and population and has a larger House of Representatives with 435 members, and it currently has 21 congressional committees, 20 of which are standing committees and one select committee.Increasing the number of House Committees from 84 to 95 in the face of a dwindling revenue and their talks about ‘the need to cut cost of governance’ is hypocrisy of the highest order. The sad thing is that these guys are not doing anything for us. How it is that no member of the National Assembly has been recalled by his constituency beats me. What can 95 committees do that 20 can’t? How many members constitute a committee? Are we going to have one person in several committees? Well, I guess yes, and no wonder they have been scrambling for “plum committees”. Plum? Isn’t that a word for milking the treasury? Are we supposed to have anything ‘plum’ in the House? With the amount of committees, then every member will definitely be a chairman of one committee or the other. The entire business of legislation should be made a part-time thing and members paid only for the times they actually sit and engage in legislative business. This will save cost of running the National Assembly and make sense in the noise about reducing the cost of governance.
Meanwhile, another troubling story in the news is that of the Taraba State governor approving the appointment of 50 special advisers and 62 senior special assistants, totalling 112 aides, who shall be advising him in the Government House. How difficult is governing a state like Taraba that the governors need 112 advisers? We must stop our so-called politicians from this madness. If a governor needs 112 advisers to run his government, why electing him at all? We need to be conducting psychological tests on our political office seekers.
They have fashioned another way to milk the nation. This is corruption at another level, if they cannot cut down the cost of running the government in a dire time like this, then they should stop singing about fighting corruption because they are even more corrupt than the people they accuse of corruption.

Jay Jay Okocha: My stay at Bolton was a "waste of time".

Okocha spent four years with the Lancashire outfit from 2002, making 145 appearances.
The 38 year-old's time with Bolton coincided with their rise up the Premier League under Sam Allardyce, a period that also included a League Cup final appearance and a European campaign.
It all seems like such a long time ago now though.
Robbed of star men Stuart Holden and Lee Chung-yong for virtually the entire campaign, Bolton struggled throughout and finally paid the price when they failed to overcome Stoke on the final day, which ended an 11-year stay in the top flight.
Okocha felt the collapse was inevitable after a steady decline over the previous few years."We changed the image of the club," Okocha said. "We established the club in the Premier League and we thought they would build from there.
"But all our efforts have been thrown away. It feels like all that work was wasted."
It could be argued that Bolton were living beyond their means signing stars like Okocha, Ivan Campo, Fernando Hierro and Youri Djorkaeff in the first place.
Owner Eddie Davies has been trying to keep a tight rein on spending as Bolton's debts escalated over £100 million, a situation that life in the Championship is unlikely to improve.
Yet Okocha cannot see what the point was of bringing top-line stars into the club if there was going to be no effort to build on what they achieved.
"I have been following the Premier League very closely because once you have been a footballer you have an affinity with the game," he said.
"It was a sad season for Bolton but it was bound to happen.
"When you don't spend or invest in the future, you can't always get away with it.
"They have been playing cat and mouse with the club for some time now and the cat has caught up with the mouse. It is a pity.
"We laid a good foundation at Bolton but unfortunately for the fans, they have to deal with Bolton being a struggling team again."

A Poem

CHILD HOOD MEMOIRS
Today I took a journey through the times
The childhood hues
Our street blues
My childhood memoirs like glue

Our young men have all grown
How it started, we all know
The maiden started to be pregnant
The boys started their love for cigarettes

The more we brood the books
'They' told us 'you know we are hood'!
Read your books, leave us the crooks
We will guide your hook

While they ask for cigarettes and crack
Our hearts sank with headache clack
They way thier lips turned black
Their hoarse groans as their lungs crack
Years have silently passed
'Our' hood is a deserted grass
The 'boys' who smoked then have their lungs in a glass
They can't pay the doctor for their gas!

The ones who read lead steps ahead
The 'boys' 20 box to stay on their head
Their steps are laced on leads
Life indeed is great

There is a reward for hard work folks!
Even the talents need practice from the coax
Reasons teachers need chalk
Learn before tomorrow stalks

Ayanam Udoma: It is all in the mind.

One of my favourite people growing up was the teacher who took me for English Literature. I may not remember every quote from Macbeth or Lord of the Flies but I do remember her telling us, as we prepared for our final exams, that in all of her years as a teacher, none of her students had ever received a grade lower than C, and we would not be the exception.
As in most classes we had a smattering of star students but for most of us it was a struggle to assemble a single page of prose that remained consistent in message and delivery (I shall try my best to accomplish such a feat today) . At the other end of the spectrum, she also had the rowdier students to contend with – who seemed determined to rebel against the system by learning nothing but the way to the headmaster’s office.
My teacher had a hard task ahead of her but she was determined not to “allow” us to fail, as if to suggest that we had actively made that decision in the first place. Lo and behold when the results came out not a single person scored less than a C. I know the material she had to work with and to this day I still don’t know how she did it. She must have known what she was doing because it worked.
Now, I must confess that this article isn’t wholly a tribute to my admirable teacher, rather it is a tribute to the way in which she made me think.
When I was 13 I learned that I have dyspraxia – a condition that mostly affects the planning of movements and physical co-ordination as a result of brain messages not being accurately delivered to the body. I am a glass half full kind of person, so I would like to think of it as my brain working faster than my body can keep up with. However, the reality was that I used to struggle with a lot of things as a child, especially with regards to expressing my thoughts in writing and just about anything and everything to do with balance and co-ordination. Anything that required my brain and body to work in sync was a problem – football, basketball, cycling, tying my laces, dancing without tripping over myself…life in general.
Imagine me, before my diagnosis, being bad at all of those things and not knowing why. Indeed, imagine being bad at all of those things and having your teachers and peers not know why. Now imagine your teachers being angry with you because your problem was not conveniently packaged into a sweet little box labelled “stubborn, “lazy” or “thick”.
Dyspraxia is not as commonplace as dyslexia so I don’t blame the majority of my teachers for failing to pick up on it, though I should give special mention to a teacher in reception and my primary 4 teacher who actively tried to figure me out. However, the reason I liked my literature teacher so much was that she reminded me of how powerful the mind can be. I suspect the reason why no one she taught ever got below a C in her subject is because she had a rare ability to talk to our minds and direct our ambitions. She ignored what we might have wanted to do, what we thought we could do, what more negative people might have told us we could do all of our lives, and said, “I don’t care what you believe you can achieve, you are not getting below a C”.
For teachers, understanding and tapping into the minds of each student is quite a challenge, but then she always struck me as the kind of person who liked a challenge and a good teacher has to like challenges. I don’t think I ever told her I had dyspraxia but her teaching style was such that it didn’t matter because she ignored everything but my mind and dyspraxia is not a disorder that affects the brain’s cognitive ability, it’s a disorder of the way in which it communicates with the body.
Ever since I was a toddler I’ve always had a strong sense of what I will do and and what I won’t do, especially if I feel scared or uncomfortable. There is something about having dyspraxia that liberates you I think. Making a decision becomes easy when your alternatives are already quite limited. I didn’t care about coming last in every race, or being rubbish at football, because that’s just the way it was. The co-ordination between my mind and my feet was terrible and there was no abuse that anyone could hurl my way that was going to change that. I also knew that I was terrified of balancing beams and the like because my sense of balance was awful and I refused point blank to accept the feeling that I was going to hurt myself after every step. It became exceptionally easy to just say no.
The truth is, I didn’t really mind being punished with the odd detention, because it was nothing compared to the mental terror of standing on a balancing beam or whatever other daunting task they had me do. I have always had the mindset that there’s nothing that anyone in the world can make you do. The only thing a person can do is make it harder for you if you say no. Once you come to terms with that, you realise just how much power your mind really has. It is much more powerful than your body! I learnt that the hard way by not knowing that I had dyspraxia during the early, formative stages of my life, but it was certainly a lesson I am glad I learnt.
My literature teacher was a brilliant woman because she understood this too. She realised that we underestimate the potential of our minds and in so doing we limit ourselves and keep our expectations lower than they should be. I have learnt to appreciate just how strong my mind can be because I could not afford to rely on the rest of my body, but she was the first teacher who proved to me, with solid, indisputable grades, that I was just fine.

Trey songz gives back to his community

He may currently be known for his explicit lyrics, but hopefully he'll soon be known for his generosity as well.
Rapper Trey Songz brought some Christmas cheer back to his hometown on Wednesday, and distributed gifts to over 68 children, even if he was a little bashful about it.
The 31-year-old Panty Droppa hitmaker is originally from Petersburg, Virginia.
Through his charity, the Angels with Hearts Foundation, the recording artist showed up at the local public library with shoes and toy store gift cards to distribute.
In a post event interview, he told the Progress-Index how much the whole event meant to him personally, though he did modestly hide his face several times during the exchange.
'I come from here. I walked these same school hallways, I lived on these same streets, I went in these same stores, I played in the same parks, I’ve had the same experiences they’ve had so for them to see me to be successful and take care of family and take care of my community and give back they see that once you achieve success you don’t have to keep it all for yourself.'

On Thursday he followed up with an adorable Instagram post of him hugging a small girl in a light blue hoodie.
He captioned the snap, 'I love my town! Happy to give back! Much love to #SneakerSuite @ianeyecan @suitenation @nando_in_dc and of course Petersburg Parks & Leisure Services.'
Prior to his charity trip, the Na Na and Slow Motion artist was making a different kind of headline earlier in the month, when he was spotted with in the UK with Justin Bieber's possible love interest Jayde Pierce, 20.

He traveled to Britain after a trip to Abu Dhabi to watch his pal Lewis Hamilton compete in the Formula 1 Grand Prix there.
He joined fellow rappers Ludacris and Tinie Tempah and comedian Kevin Hart to party up a storm after Hamilton retained his World Championship crown.
The Grammy-nominated rapper - real name Tremaine Aldon Neverson - has earned the nickname 'Mr Steal Your Girl' from his songs that talk about his various conquests and brag about stealing other men's girlfriends.

Rihanna caught up with shooting at Hollywood club

A shooting occurred outside of a popular Hollywood nightclub where Rihanna was hanging out with friends on Wednesday.
The 27-year-old singer was seen leaving Project Los Angeles after a fight erupted among 'a few guys' outside the entrance and one of them pulled out a gun and fired a single shot, TMZ reported.
The shot was heard among clubgoers inside the establishment and caused a commotion, according to the news site.

Rihanna, who was joined by fellow recording artists Travis Scott and Ty Dolla $ign, appeared calm as she walked out of the club, according to video footage posted on TMZ.
She was wearing a black hooded jacket over a grey top along with bright red lipstick.
Her hair was loose and cascaded around her shoulders while she strolled around to the door of a waiting black SUV parked at the curb.
It's not known what caused the argument among the men in front of the night spot.
Following the shot, police arrived immediately to the scene and handcuffed five individuals although TMZ reported that no one was placed under arrest.
Rihanna's pal Ty Dolla $ign had performed earlier in the day at TDE's second annual Nickerson Gardens holiday concert, according to hotnewhiphop.com.

Project Los Angeles opened in the summer of 2014 and boasts 8,000 square feet of space, light panels, projection televisions and laser display around the DJ booth, according to The Los Angeles Times.
The exclusive Hollywood club caters mainly to the A-list crowd where even people on the guest list aren't guaranteed entry, and is open Tuesday, Wednesday and Friday nights, the publication revealed.
Rihanna, meanwhile, got in some holiday cheer during a dinner party for six at her fave Italian restaurant Giorgio Baldi in Santa Monica, California on December 18.
And previously on December 10, the Unapologetic singer shone in an ivory strapless gown at the Diamond Ball charity fundraiser in Los Angeles.

Eva Longoria shows off her huge diamond engagement ring

She announced her engagement while on holiday nearly two weeks ago.
And Eva Longoria got her first opportunity to show off her new ruby sparkler on American soil.
The 40-year-old actress was spotted with new fiancé José Antonio Bastón, 47, shortly after arriving at LAX Airport on Thursday.
No doubt the two are not only ready to celebrate Christmas with their loved ones but also the new milestone in their lives as they arrived at the international airport and travel hub.
Eva drew plenty of attention to her left ring finger as she rocked the huge blinged out band featuring a rather large ruby in the middle.
The former star of Desperate Housewives was dressed comfortably for the flight as she wore a black puffer jacket over a green top, flowy green trousers and strappy brown leather sandals.
Other than her new piece of jewellery she accessorised with a pair of large, black designer shades as she pushed along a cart full of their baggage.
Eva's medium-length brunette tresses were tied back in a messy ponytail as she appeared to go make-up free.
Jose still looked to be in vacation mode as he sported a brown fedora, shades and a denim shirt with the top few buttons undone.

He popped the question to Eva during their stay in Dubai last week, with the star sharing a photo which showed them kissing as she flashed her huge ruby ring.
They later continued their trip in India as they relived the big moment by staging a mock proposal outside the Taj Mahal.
Jose took to one knee and held his fiancée's hands tightly as he beamed at the camera wearing a pair of trendy tinted shades.
Meanwhile, Eva looked delighted to be reliving the emotional moment as she flashed a smile while wearing a casual ensemble.
The proposal comes as a surprise, since Eva had ruled out walking down the aisle for a third time, saying last year: 'Marriage and kids are not on the horizon.'

She split from French basketball player Tony Parker in 2010, before divorcing the following year after four years of marriage.
Eva previously eloped with soap actor Tyler Christopher in 2002, before the marriage broke up in 2004.
She also dated reality star Ernesto Arguello in 2013 and had an on/off romance with Penelope Cruz's younger brother Eduardo.

Idris Elba says he will never forget his humble roots

He's fast cementing his place as one of Hollywood's hottest stars.
But humble Idris Elba is determined not to let fame change him, as he has promised to stay true to his London roots despite his recent catapult to stardom.
Speaking to Notion magazine about his recent stateside success, the 43-year-old said: 'I think my heart and my blood are definitely still in East London.'
The star, who is currently up for a Golden Globe and a Primetime Emmy for his role in BBC series Luther, continued: 'I feel like if you spread out my veins, it would be all over East London.'
The self-confessed 'boy-done-good' cuts a dapper figure in the accompanying shoot, posing in items from his new clothing collection with Superdry.

In one image the father-of-two dons a crisp white shirt, his muscular arms on display as he displays his tattoo collection.
And he proved he can look just as good covered up in the other, looking debonair in a black woollen coat, jumper and jeans.

Speaking about the inspiration behind his collection, the Golden Globe nominee revealed: 'The key pieces are definitely designed to put you into "shabang" mode.
'It's a look, like BOOM! I'm trying to share a moment, to give how I feel when I wear something nice.'
Turning his hand to fashion was a risk, as the star revealed that he had already been told not to stray from acting when he began launching his music career.
But he brushed off the negativity, explaining his dabbles with music were one of his proudest achievements.

The star released his debut album Mi Mandela in 2014, but admitted he was concerned his work would not be taken seriously.
'I was like, “How do I put an album out and really mean it, and not have people laugh me off?”' he mused. 'Then I realised, don't run away from the fact that you're an actor, embrace it. Write songs about what you do.'
And whilst Idris is best known for his acting work, he revealed that his flair for music came first.
As a child he enjoyed taking to the decks to DJ family parties, a love that came far before he discovered acting during drama class in secondary school.
But the multi-talented star revealed he didn't differentiate between the two creative activities, as he claims it 'comes from the same source'.

Tyga gets himself a new whip

Christmas is the time of giving.
And Kylie Jenner's on/ off boyfriend Tyga clearly thought getting a present for himself was just as important as lining up some gifts for his nearest and dearest on Wednesday.
The rapper was seen leaving a Lamborghini dealership in a top of the range model - which usually retail at around $200,000.

The musician arrived wearing his usual choice of casual attire - baggy shorts, pulled up socks and casual shoes.
Wearing a hoodie and baseball cap - he blinged up his ensemble with some gold chains.
Tyga, 26, appeared to be driving the Lamborghini Aventador model - which is classed as a super sports car.

It seems highly unlikely he made the purchase for his on-off girlfriend Kylie.
He has not been seen with the 18-year-old for some weeks.

And the youngest of the Kardashian/ Jenner sisters has not posted a snap or made a reference to her beau since Thanksgiving.
And the rapper - real name Micheal Ray Stevenson - has been equally as quiet, last posting a picture of them together six weeks ago.#
Tyga also bought her a car - a Ferrari for her 18th - which she traded in for an upgrade to a 458 Spider Sunday model.

Momager Kris Jenner wasn't able to shed any light on the situation earlier this month, revealing she had 'no idea' if her daughter was still dating the Rack City hitmaker.
'I really don't know. Things at my house happen on a daily, anything is possible,' she explained.
Though she did admit she was a fan of the Tyga, calling him 'the best'.
The kind words from Kris came after the rapper caused some tension on a Kardashian family trip to St Barths.
In Keeping Up With The Kardashians the family look visibly shocked and irate after discovering Kylie invited her beau to join them all without giving anyone any warning.

Lauren Silverman looking fabulous

She has been enjoying the beautiful sights and surroundings of the sun-soaked Caribbean island of Barbados over the past few days.
And Wednesday was no different for Lauren Silverman as she kicked back on the beach with Simon Cowell and their young son Eric.

Turning heads as she passed by, the American socialite looked incredible in a black and white maxi, complete with a double thigh-high slit.
With her dark tresses swept into a chic side plait, the 38-year-old allowed her natural beauty to shine with minimal tones of makeup, while a set of stylish shades concealed her eyes.
Her toned and tanned legs were on full display as the doting mum strolled barefoot on the beach with Eric in her arms.
But whilst Lauren doted on the cute toddler she also enjoyed some quality time with her nine-year-old son Adam from her ex-husband Andrew Silverman.

Meanwhile, the X Factor boss - who recently wrapped up the latest series of the popular show - kept his cool in a retro printed pair of knee-length shorts.
The 56-year-old happily stopped and took pictures with fans during the relatively low-key day out on the beach,

Simon and Lauren, who have been together since 2013, were clearly enjoying the relaxing break as they happily lapped up the attention.
Also on holiday with the family has been Sinitta, who brought along her children and boyfriend Jason Gale along for the festivities.
Lauren's beautiful mother Carole Davis is also on the idyllic trip, and was spotted on the same day taking a dip in the sea, looking lovely in her swimsuit.

The family matriarch certainly cut a fine figure in her racy one-piece in white, complete with a sheer panel down the front.
The traditional winter getaway usually attracts a host of large names, with Tulisa, Sarah-Jane Crawford and Union J all jetting to the Caribbean last year for Simon's New Year's Eve bash.
This year Olly Murs is set to be one of the star's making the trip, with The Mirror reporting that The X Factor host is looking forward to a 'lads on tour' vibe.

Phillip Green and his family have also been spotted holidaying on the beautiful island for their annual festivities.
Sinitta has previously spoken about her evenings spent at Sir Phillip's parties during the celeb-packed trip. 'It's completely debauched,’ she confessed. ‘We all go to Sandy Lane as guests of Sir Philip and his family.
'It starts with all the men looking suave in suits, while all the ladies wear elegant dresses.
'But by the end of the night we all end up in the pool with our diamonds and champagne glasses and often not much else.'

Kim Kardashian shares kids' only christmas card

It is a family tradition for the Kardashian family to pose for a Christmas card every year. But not this year.
On Wednesday Kim, Kourtney, Khloe, Kendall and Kylie shared a holiday greeting on their websites that featured only some of the lovely
offspring of the Keeping Up With The Kardashians cast.

North, Penelope, Mason and Reign posed together all wearing black. Kim's newborn son Saint, who she has yet to share a photo of, was not included.
North looked fashionable in a black sleeveless dress that tied up the front.
The only daughter of Kim and Kanye West, aged two, also was not left out. She wore black boots that appeared to not be laced.
Around her neck was a black ribbon that coordinated nicely with her dress.
She looked really lovely.
The rest of the children belong to estranged couple Kourtney Kardashian, 36, and Scott Disick, 32.
Penelope, aged three, looked different with her normally straight golden locks parted on the side and curled.
She had on a silk top with elastic sleeves.
Mason, aged six, wore a sleeveless black shirt as he held on to his little brother Reign, aged one, dressed in what appeared to be a black onesie.
Mason was laughing as Reign wore a very serious expression.
Kim has not been seen in public much since she welcomed Saint into the world on December 5, so it is not much of a surprise that she opted out of posing for an annual card.
The Vogue cover girl wrote on her website kimkardashianwest.com: 'All you need is love.'
Her sisters also all wrote little messages.

Kendall Jenner, 20, was the only one who pointed out Saint was missing.
The Calabasas native added: 'This holiday pic of the little ones (minus the littlest one) in the fam is so sweet! I love being an aunt to these little angels.'
Kourtney also shared the card on her site kourtneykardashian.com.
The beauty - who has been rumoured to be dating Justin Bieber - wrote a note that read: 'Our yearly Christmas card photo usually has our entire family in it.

'This year, we needed some extra joy, so we figured that a photo of ALL kids was the most joyful card there is! Merry Christmas and happy holidays!'

Kourtney was referring to an especially difficult year that included Bruce Jenner's transition to Caitlyn, 66, and the fallout after she told Vanity Fair that momager Kris, 60, was not 'understanding.'
There also was the near death experience of Khloe's estranged husband Lamar Odom - a former NBA great - who overdosed in a Nevada brothel in October.
Khloe also shared the card on her site, khloewithak.com.

The 31-year-old pin-up's note read: 'I love my nieces and nephews so much! I can't even handle the cuteness of our family's Christmas card this year. It makes KoKo's heart melt!'
Kylie added on her site thekyliejenner.com: 'Happy holidays from my family to yours! We usually go all out for our Christmas card, but this year it's all about the little kids. My nieces and nephews are too cute, I can't even handle it.'
In 2014 Kim said the family 'ran out of time' to do a group card.
In the years before that the Kardashian-Jenner clan went to great lengths to pose together. In 2013 they even hired celebrity photographer David LaChappelle to shoot their card.
